Wearing clothing below the ankles

Question

With regards to your clothing going below your ankles, I was told that the condition is that it must be worn from top but jeans and pants are worn from the bottom, so how come that also falls under the impermissibility of flowing below your ankles?

Answer

It refers to both.

And Allah Ta'ala (الله تعالى) knows best.
