Question

I will be taking a small child (2 years) for umrah, and wanted to know if we should put an ihraam on him? Also if by holding the child, he pushes the niqab cap of his mothers and it touches her face, will a penalty be required?

Answer

You do not need to.

No.

And Allah Ta'ala (الله تعالى) knows best.
