Question

If Fajr time expires at 7:08am and I finished my salah at 7:08 am, is my salah valid or I have to offer qadha for it?

Answer

If one completed the salaah before the sun begins to rise, the salaah will be valid. However, if the sun begins to rise while one is performing the fard of fajr salaah, the salaah will break. Later on at the time of ishraaq the salaah will have to be repeated.

And Allah Ta'ala (الله تعالى) knows best.
