Question

I want to go to Makkah for ziyarat but not with niyyat of umrah. Is it allowed to go to Makkah without ihraam? I live in Dammam and as per my visa I am not allowed to do umrah. So I can’t do umrah. Also I haven’t done umrah before so can I visit Makkah?

Answer

If you are coming for some work to Jeddah perhaps, and after you have completed your work, you may put on the ihraam and then proceed.

And Allah Ta'ala (الله تعالى) knows best.
