Question

If a person has long socks due to extreme cold weather conditions and then he tucks his pants inside them in such a way that they cover the ankles, will this be permissible?

This is seen to be done by some people as it somehow brings a sense of comfort in extremes cold conditions. Outwardly, the trouser will not be seen to be below the ankle, however it is below, but covered by the warm socks that he wears.

Answer

One should be cautious that it does not go below the ankles.

And Allah Ta'ala (الله تعالى) knows best.
