Assuming that all the secular banks in the country deal in riba
Question
Can I assume that all the secular banks in the country deal in riba if I live in a kafir country or would I be sinful for assuming evil of people without proof?
Answer
When it is public knowledge that their business revolves around riba, how can you be sinful? It is like how you would believe that a non-Muslim butcher will be stocking haraam, though you don't have the proof for all the butchers.
And Allah Ta'ala (الله تعالى) knows best.

Where scholars differ, it’s safer to take the more cautious view.
