Question

1. When reciting Quraan, is it permissible to read without moving the lips and tongue?

2. When reciting Quraan, is it permissible to move the tongue but not the lips?

Answer

1. This will not be counted as recitation. Recitation is with the tongue. And many Ulama are of the opinion that it must be audible to the reciter at least.

2. That is also not recitation.

And Allah Ta'ala (الله تعالى) knows best.
