کیا دل میں زبان کی حرکت سے قسم منعقد ہوتی ہیں

Answer

Qasam mun'aqid hoti he jabke zabaan se qasam ke alfaaz ko ada kya.

And Allah Ta'ala (الله تعالى) knows best.
