Is the purchaser considered to be the owner?

Question
A vehicle was purchased on HP (hire to purchase). The bank still holds the log book. Is the purchaser considered to be the owner? Can he sell the vehicle?
Answer
Yes, he can sell it. He should let the purchaser know about the logbook to avoid any dispute thereafter.
And Allah Ta'ala (الله تعالى) knows best.
