Question

If a Haaji is making waajib qurbaani and is muqeem, should he cut his hair and nails before 1 Zul Hijjah or before Ihraam?

Answer

He should cut his hair and nails before the days of Zul Hijjah commence. However, if he puts on ihraam before Zul Hijjah, then he should cut his hair and nails before entering into ihraam.

And Allah Ta'ala (الله تعالى) knows best.
