Does the tenant pay all of the above?

Does the land lord pay rates and taxes (property rates) and tenant pays for the rest?

Answer

We understand that the tenant will be responsible to pay for the services that he uses. Hence, he will pay for water, sewer and refuse. The property rates will be paid by the owner. You may refer to other Ulama as well since we have not come across any clear verdict of the fuqaha.

And Allah Ta'ala (الله تعالى) knows best.
