Question
Can a Muslim say "rest in peace" to a non-Muslim who has died?
Answer
This is totally incorrect. When the whole deen is saying that the person who died in kufr is going straight to Jahannum then what is he saying? Does he want to change the whole constitution of Allah Ta'ala? Whoever has made this statement should make sincere taubah and recite the kalimah in abundance.
And Allah Ta'ala (الله تعالى) knows best.

Where scholars differ, it’s safer to take the more cautious view.
