Question

Can and imaam put on a short sleeve jubba to perform salaat in jama'ah?

Answer

It is makrooh to perform salaah with short sleeves. Hence, if the imaam is going to lead the people in salaah while wearing a short sleeve jubbah, then this will affect the salaah of the entire congregation.

And Allah Ta'ala (الله تعالى) knows best.
