Question

Is it permissible for someone travelling short distances, such as in a bus or a train, to read Quran on a laptop or ipad without making Wudhu?

When is it not permissible to not recite the Quran even from memory, if under any circumstances?

Answer

Yes, provided he does not touch the words of the Qur'an which appear on the screen.

If a person is in the state of Janaabat, or a woman is in the state of haidh or nifaas then it is not permissible for them to recite the Qur'an.

And Allah Ta'ala (الله تعالى) knows best.
